I am having the same issue
I managed to clear cache once and it worked but after that trying to clear cache again fails and asks to send a report which means the library fails to load every time, I cannot play my games but can still see the store perfectly fine (you couldn't make this up cheers EA) so clearly the app is connected to internet but won't let me play through either the app or the exe's of the games themselves either
