EA APP WONT INSTALL, TIMEOUT. ERROR INST-21-25000

Windows 11. New pc, new components, everything "just works" except for EA app. 

Needed with a game I bought on steam. 

Whether I follow the app install from first time steam startup or via seperate download from EA, I get the same error. 

Tried enabled disabled virus scanner, run as admin or not, from downloads or c:\, different folders outside of program files, nothing works. Not an AAA experience.
