EDIT:Pihole was blocking the library.
split.io was being blocked.Same issue(Done all the following steps multiple times)I have reinstalled the EA app entirelyKilled the background serviceCleared the app cacheCleared windows temp filesReboot PCUninstalled the Sims 4, but can't reinstall because the library is broken.Attached is my system specs that are well beyond requirements.
