Same Problem. I dont play a lot of ea games, so i'll just uninstall this store till this gets fixed. I double checked that i have the background process set to off but its always running.
I found it. its connected to a windows service:
Windows key --> type in services --> click on the services app new windows opens --> click in it --> type "e" to navigate to the "EABackgroundService" --> right click --> properties --> change start type to "manually"
