This is the exact same problem I've had. I can download games on my friend's account with EA play but just not my own one. Getting tired of seeing this red circle and getting disappointed.

You own the membership and it's not being shared to you, right? You're also signing into the correct EA account that has your Gamertag associated with it? You can see your Xbox Gamertag by going to the connected accounts tab at profile.ea.com.- @EA_Blueberry
No my own EA account has EA play. It's just not downloading. It says on the side that I have EA play and is associated with the right xbox account.
