EA in-game purchases 'maintenance' issue

In game purchases show as under going maintenance for weeks so DLC cannot be purchased.

EA chat agent directed me here after minimal effort. 

"In-game purchases are undergoing maintenance:

We're tinkering away to make in-game purchases super efficient, so check back soon for updates'

For weeks, without any on-going actual maintenance period.
Game: Northgard.

Have tried: Restarting, re-signing in, changing payment details, clearing EA app cache, re-install of EA app and of the game.

Any advice, or otherwise is all welcome.
