I finally stumbled across the closest thing to a fix that I've found: login to an administrative level account to play

I try to follow best tech/security practices where possible, including maintaining a separate PC account with administrative privileges that is distinct from the other standard user accounts on the device, so this "solution" is inadequate in the long term, but hopefully it will help another frustrated gamer!
