I had the same problem today with Star Wars: Squadrons. Downloading automatically reset to zero and started all over again when it reached 100%.
My solution:
There is a post on steam called "How to use Origin instead of EA App". I followed it, uninstalled ea app and installed origin to download the game, which it managed to download (using origin) to completion. Then, when I launched the game, it automatically installed ea app back but the game actually worked.
This seemed to work, but when I launched my game, it crashed. Second time I tried to start it, a message popped up saying some files were corrupted. Now I'm verifying the files but I'm kinda scared to hit the play button in origin.
