S0ggy_Pizza_R0ll Try manually reinstalling your latest VC++ runtimes. First, clear the EA App's cache:
https://help.ea.com/en-us/help/faq/clear-cache-to-fix-problems-with-your-games/
Restart your computer and make sure the EA App is NOT running, even in the Task Manager. If it is, close it and kill the EABackgroundService, which would be in the background processes list.
Next, open Windows Settings > Apps, scroll down to the Microsoft Visual C++ Redistributables, and for every version from 2015 and newer, click it and uninstall. Don't touch the older versions. You can get fresh copies of the latest runtimes, which supercede everything from 2015 and newer, from Microsoft:
https://learn.microsoft.com/en-us/cpp/windows/latest-supported-vc-redist?view=msvc-170
Under "latest supported redistributable version," you'll need both the x86 and x64 runtimes, but not the ARM version. Download and install these, restart your computer again, and try to install Sims 4. If it doesn't work, stop there and let me know. If it does work, you can try Sims 2 again.
By the way, make sure you're installing either into the default location of C:\Program Files\EA Games, or a custom folder. Do NOT install either game anywhere inside Documents or on your desktop.
