Well, what worked for me is what @SpitfireSpud said.
I closed the EA App, opened Origin and it automatically started downloading DLCs for BF3 but I got an error. I deleted folders "Xpack2,3,4,5" (InstalationFolder\Battlefield 3\Update), restarted Origin and it began to download without any issue.

@incogTV I used EA App to download BF3 (by Gamepass X EA Play subscription). I believe you need to use the same EA account on both apps (Origin and EA app). Although I came across another problem here. Despite Origin detecting that BF3 is installed, it didn't download perfectly. I had all Xpacks(1-5) meaning I should have all 5 DLCs but it turned out that EA App didn't recognize 2 of them, as if I had only 3 DLCs, not all 5 and I got stuck until then. I reckon that is the EA App problem, because all Xpack folders had proper DLC sizes. I ended up buying it for $10 on Amazon 🤐
