Is there any way to make the EA app start in offline mode?

The EA app will automatically enter offline mode and display your installed offline-playable games if you're not connected to the internet when you open it. This works as long as you were previously signed into the EA app with an internet connection and had the "Keep me signed in" option enabled. This ensures your credentials are saved for some time, allowing access to offline-playable games. I just tested this, and it worked as expected. To make sure it works for you, sign into the EA app while online with "Keep me signed in" enabled, then manually exit the client (via the top-left hamburger menu > Exit) instead of logging out.
