New code out of the box not working

I recently purchased a new old stock copy of the sims 4 get to work expansion pack. It was sealed yet apparently the code has already been redeemed which should not be possible. Please advise on what...

    Thanks for those details, in that case you'll need to contact the retailer directly for a replacement code or a refund on this purchase.

It was from an eBay seller with some boxed sealed copies of a couple sims expansion packs. I just don’t understand how a sealed copy can have a code which is already used.
