No EA app Verification Email

i need some help with logging in to accounts (not mine my moms). she has been trying to log in for about 3 hours. 

she is not receiving any emails from ea about the verification code. when you go on to the ea help site she keeps getting a error message saying to check back shortly. 

is her account locked? what does she need to do?
