Hey all! I just resolved this problem for those who are still having trouble repairing the file and getting the "permissions error" for those with windows 10 or 11.
1st- cancel the repair process and then go to file path C program files (found under 'this PC') Electronic Arts.
2nd- right click electronic arts and select 'properties'.
3rd- select the security tab and have the 'ALL APPLICATION PACKAGES' highlighted and ensure 'full control' is checked under allow and the select apply (I also did this for my EA games folder).
4th- restart your computer and open the EA app to resume the repair process.
If this is not prompted for you after attempting to launch the game you can left click on the sims 4 in the EA app and on the home page for the game select 'manage' and then repair. I did not lose any progress on my most recent save file and this did not require any changes in where the files were stored.

I had tried other stuff already and then finally found this.
It blasted worked :D
No need for the painful uninstall and installing process.
For anyone else out there IF the EA app shows blank, won't let you sign out etc. then just go to the task bar and end the EA app there.
Then login again and repair the game from the icon.
My game works, I am so happy! (:
