If you look at the Mac system requirements for Spore, it says the following:

Mac minimum requirements

• OS: macOS 10.9 Mavericks through macOS 10.14.x Mojave. This game will only run on macOS versions that support 32-bit applications; macOS 10.15 Catalina and higher are not supported
• Processor (Intel): Intel Core Duo Processor
• Memory: 1024 MB RAM
• Storage: At least 4 GB of hard drive space, with at least 1 GB additional space for creations
• Graphics card : ATI X1600 or NVIDIA 7300 GT with 128 MB of Video RAM, or Intel Integrated GMA X3100

Meaning that it is likely the case that it will not work for you on your Mac because your Mac/macOS is 64-bit.
