i have this issue with pets and island paradise. ive emailed and done every single thing asked of me to troubleshoot it, no dice. the successfully installed packs are university, supernatural, seasons, late night, and generations. i pretty consistently see people complain about pets but sometimes it seems random. very very annoying, i just have a new computer and have owned all these packs for many years. im going to try origin tmrw but i actually recall having an issue like this on origin, just cannot remember how i fixed it.
I'm having this same issue, and EA sent me back to these forums. They make it impossible to get help, don't they?

- What content is not installing

About half of my The Sims 3 expansion packs are not downloading. They're stuck on pending indefinitely, with no error message.

if you start the download , it gets stuck on prepare and then redownload the origin app, you will still get the pop up to switch but the download WILL START. at least in my case. so it is an issue with the ea app easily fixed by literally just using origin, even though is impossible to actually use with the pop up. so: despite the pop up to switch, the download will still be active. ill see if it actually finishes and installs.
EDIT: this only worked for one pack for me! island paradise is still broken! worked for pets though

August 2023 and just ran upon this issue. I can't find anywhere to download Origin to try and get around this bs error,,
where did you find the installer ??
