I can confirm that the workaround method from @itsmeelisemarie is working. It downloaded all 5 of my stuck expansion packs successfully.
The process is simple:
1) Open the EA App and begin all pack downloads.
2) Open task manager and force close the EA App and any associated background processes.
3) Open Origin (you may have to redownload and install the client if EA uninstalled it for you) and log-in.
4) Now wait. Ignore the EA App popup message, it won't go away, but that doesn't matter. In the lower left-hand corner you should begin to see the Origin client downloading any pending game installations.
5) After the downloads and installs are complete, close Origin and return to the EA App and cancel any pending downloads, since the installations are already done.
This worked! I had to try it a few times before Origin recognized the download, but it finally worked. I'm so happy!

CORRECTION: it worked in March. After a PC error that forced a reset. I can't install any of my packs.

All The Sims 3 expansions and stuff packs

I couldn't help but notice that when I attempted to use Origin to force the download, it would only download The Sims 3 base game. The packs are not even listed unless you have MAC, and it will not let you download them together or individually.
