A fix for this issue went live on Friday that resolved the install issue for some players. We have more fixes for other causes of this issue in testing right now, and hope to release them as soon as we're able.
I do apologize for the lengthy wait on a resolution, this issue proved to be very complex in the end but we believe we've got it figured out now.

I am currently having this issue. The base game downloaded, but none of the other packs will. Stuck on preparing and then it tells me there is an error. I'm glad this is actually being worked on. Can you tell me what to do now that there is a fix? It definitely is not fixed across the board.
