Sims 3 Expansions Not Downloading

I just had a crazy thought. Did anyone here who is also having this problem pay for either EA Play / EA Play Pro? I really hope this "error" isn't occurring because the EA App is trying to deny players their right to the Sims 3 expansions they purchased simply because they didn't pay for EA Play / EA Play. I don't have either. I really don't want to try and blindly spend more money in hopes to be able to download my packs, only for it to also fail.
