FOR EVERYONE WHO IS STILL HAVING THIS ISSUE, HERE'S WHAT WORKED FOR ME:
1. Update the EA APP. Program Files -> Electronic Arts -> EA Desktop -> EA Desktop -> EAUpdater . Run the EAUpdater as an administrator
2. When the updating is ready, run the EA App as an administrator (Not sure if this is required, but I did it just in case.)
3. Try to download the game once again. IF You already have the base game, don't download it. Only the expansions you want.
