No, the update does not even initiate, its like my game thinks there is no update to run....

HI, it is showing version 1.95.207.1030.
I see now that I have the medical wearables, which is obviously indicating that I do in fact have the latest update, but what is weird is, the update did not physically run that I am aware of, and my Mods never disabled.... did not even think that is possible! Which is why I thought the update never run... this is so weird!
Community Manager1.95 is the most recent version for PC, so it sounds like the update did install for you, most likely that happened in the background and so quickly it went unnoticed. But I'm glad to hear it's fully updated and you're seeing all the newest content!
