SIMS 4: Stuck at preparing

Unable to install Sims 4 via EA app on my desktop.  It's sits on preparation. Or it kicks back to try again another time. 

I have Sims 4 and expansions on EA and on my linked steam Sims 4 expansions as well and have no issue playing on my laptop.  Now that I've been trying to install game on my windows 10 desktop I'm having issues. I have even tried to just download the packs and expansions instead of the base Sims 4 game from the EA library to no avail. I haven even tried to uninstall steam side, and install EA side first.  And vice versa. 

I have tried everything I have read online:

I have clear cached (many times)

I have uninstalled and reinstalled

I have used Revo Uninstaller

I have Lowered my UAC 

I have checked with my Windows Security to make sure EA is allowed

I have ran application as an Admin

I have tried to reinstall in a new root folder under C:

Each step has been an uninstall, a re-start, a clean install, and another attempt. 

The forums are either too dated, or the current ones I have tried every advice they have listed.

I have been dealing with this for days. I can't specifically reach out to ANY help and get any direction. 

Everything is just in circles.
