I have the game via Steam and Sims 4 worked fine offline(I don't have internet at home anymore) when it required Origin, but the last time I was able to go online it forced me to switch from Origin to EA App and the game hasn't been able to start since regardless of whether I try launching from Steam, EA App, or the .exe file itself.

I'm afraid at the moment there isn't an option to connect to the EA app when you're fully offline. There is an offline mode, but you would need to log in to activate it through the app Settings.
If there's any way you can get access to an internet connection and log in, you should be able to enable offline mode in the EA app settings. Unfortunately may still require you to log in again to enable it the next time you start the app.
I understand that may not be easy since you don't have access to an internet connection at home. I can pass this along as feedback on improvements we can make to the EA app.
