Windows cannot find EALauncher.exe, when it's right there

I had an issue with the EA app, and uninstalled and reinstalled it. Yesterday after reinstalling, the app worked fine, today it won't let me launch the app despite it working yesterday. The error...

This was not a permanent solution, and after starting up my PC the next day, the same problem resumed.
