how do start a ticket?

my account was hijacked that person changed my email address. The steam games I have do not work now I placed 7 tickets then begged Steam to bug your company when nobody responded on your end.

I placed the account of steam I was using, the EA account name the possible emails for the EA account I have three email I use to be honest I forgot was the the original one I used. I have the ID number of the 3 receipts of three games I paid for on steam that were EA games. yet for what ever reasoning on your end your company has been helping my hacker who hijacked my account. that email is dark web email that has a location is in Russia. 

please could you provide a link to ether  to correct ticket area THAT works or link to chat that works?
