Someone made an account under the email I'm using for said account?

So I got an email saying someone had made, and verified, this account using my current email address, naturally I made sure to change the password to this account and all its information, but... I do...

Someone created an account under my email as well.  there is no one to contact.  Going to try and reach the CISO of EA.COM at 1 (650) 628-1396.  His name is Mike Reavey.  Is that doesn't work, investor relations at +1 800-736-3001.
