Hello, I've also encountered this issue. When I tried to change my password, I couldn't receive the verification code and got the message "Your request cannot be completed. Service limitations apply." (as shown in the picture). I'm in China.

When I log into my EA account using my phone number, this image appears. 

I get the same but when trying to get code via email it always trys to send via phone.
