Like what EA_Leeuw had said, not much is known about Split Fiction for the Switch 2, but in terms of the "game-key card", that would depend on the publisher.
From what I understand, Nintendo games, (such as Mario and Zelda), will be the full game on the card itself, (while other games such as "Bravely Default", "Survival Kids", and "Street Fighter 6" will be games that would require a download in order to play, (these 3 games are currently the only confirmed "game-key card" games that I've heard of so far)).
In short: Its possible for Split Fiction to be either the full game on the card itself or one that requires a download via a game-key card to play. (It all depends on how Hazelight Studios decides to distribute their game).
