Paypal balance sufficient but can't subscribe

I have 22 EUR on paypal balance Subscription costs 16.99 EUR  It doesn't let me complete the purchase without adding credit card.... why?

    well i did end up using debit card BUT GUESS WHAT PAYPAL, I HAVE NOT GIVEN IT TO YOU 

     

    paypal useless i swear, i have no idea how are they still so huge
