AI development career mode

I have noticed that in my career mode the AI barely develop their car. In the first season of team career, I was the best car on the grid after 16 races. I played the season with my resources set on reduced and those of the AI on standard. I am therefore missing a slow and meaningful progression towards the front of the grid. Has anyone else noticed this in their careers and is this a known issue that will be fixed?
