Fix cutscenes on PC

In actual gameplay, I can play the game in 4K with the settings maxed at 60fps without issues. It’s only when there’s a cutscene that the frame rate drops significantly to like 15 FPS. 

I’ve tried everything, even playing at lower resolutions and lower settings, vsync on/off (on makes it worse), DLSS on/off (on makes it worse, somehow), and other combinations of settings. 

Fix the game please.
