It's always been like that, for any Fifa release. The point is that the game is really sensible to CPU latency and, for some reason, windows has less latency in the evening, you can check it by using dpi latency monitoring tools or just by evaluating reaction to inputs by your self e.g. time to open windows explorer. I'm not sure why this happens.
The real point is that the game should better tune up its speed on the different CPU conditions: increase a bit the game speed if CPU ticks is lower and decrease if it is higher. There's been for years bad development in this core part of the game. The result of that is that the game speed may vary from one game launch to another.

You can reduce graphic details or get a better CPU, then the difference in the speed won't be noticeable
