GPU lag since last update maybe?

Hey forum,

I didn't play since weekend (7th July). But I played today and the game is hardly playable. 

Maybe anyone has a similar issue:

The game is lagging in a performance way. When I watch my GPU in task manager it is mostly on 100% usage which is totally fine. But when i feel the lag, it drops almost to 1%-5%.

It is just a short lag but still. 

I've never had this kind of issue yet. Visually I feel it most after a cutscene like kickoff, corners etc. It also looks like its melting the pictures together (hard to describe)

Does by chance anyone know what I'm talking about?
