My gpu utilization drops from 80-100 down to 0 and causes a lot of lag

i7-11700KF
NVIDIA GTX 1650

16 GB Ram 

I have tried a lot of fixes but nothing has worked, I tried switching from wifi to cable, tried all sorts of setting chances in the game, windows and nvidia. It is literally hell trying to play this game, can anyone help?

The issue first started in fifa 23 back in January and it hasn't stopped ever since.
