Just found something interesting, could anyone try to conform it also. Play player career mode, where your only one player. The stutters are far worse, and get unbearbale towards the end of match. Far worse then kick off for some reason.

I played player career fine ONLY when I played my character. As soon as I played the entire team, it got a massive FPS drop at the start of every cinematic. Scores, misses, throw-ins, corner kicks. so on. It only lasts about 1-2 sec and then everything is awesome. Manager career is awful because here you only play the entire team. Even tho its only like a sec or 2, it messes up the gameplay. I just wanna enjoy the beautiful cinematic of my goal.
I've shared my DxDiag again.
I know some fixes it with choosing medium graphics on all. Then restart the game for it to take effect.
But come on, my specs say I can play ultra then let me. I do not wanna look at potato graphics on my $3500+ pc..
Everything is smooth until a cinematic cutscene happens, and again FPS drop 1-2 sec and then the cinematic runs smooth.
Some blame the new clothes animation. That could make sense since they ain't present in medium graphics.
Honestly at this point EA, add me on Discord and I'll happily show you guys the problems.

Yes @lorenzoyason I am asking those who are sharing their specs that if they want to provide info they can share their DxDiags as they are more helpful to us than basic system info.

Yeah this game is unplayable right now, here is what I'm experiencing non-stop. This is in Kick-off mode and it's 100x worse online, can go on like that for 30 seconds. Demanding a refund if this continues through the weekend. Huge "video/network/game/whateveritis" lag with 0 ability to do anything, then the game catches up afterwards. During the time I can't pause, move my player or anything of the sort. Controller disconnects then reconnects. This also occurs if I'm connected via USB. See YouTube Link Video below for a perfect example of what happens over and over again. Occurs in Kick-Off, Seasons and ProClubs.

You know what’s sad? This isn’t even the main issue right now lmao. Everyone else who’s loaded up 4600 Pre Order FIFA Points or bought them have had them all wasted due to online hackers in draft. I’ve managed to be disconnected from 4 in a row and be told it’s “my router” and that EA can’t help me when I’ve apparently lost 0-0 4 times back to back in the first round hahahahaha. The day PC gets it’s recognition and fixes will be a good day…
