This can occur when submitting a lot of SBCs over a short amount of time. Try logging out of Ultimate Team and then loading back into it to prevent any sync issues. If that doesn't help, you'll just have to wait it out.

I have also been experiencing the issue. I am unable to submit in game or the web app. Someone suggested it might be due to how many sbc’s I have completed due to TOTY in a short time

That could be the case. Just give it a day and you should get past this issue.
Is there no other workaround? It’s a bit frustrating with Toty out and having packs saved to open. Instead I have to wait for this glitch to be gone so I can submit all the duplicate items I’m receiving

Community ManagerNormally, you have access again within 24 hours. If you don't, try power cycling your network equipment and the device you play on.
Same with me it won’t let me submit sbcs on my main account but let’s me submit sbcs on my other accounts could that be the problem with me
