I have the premium edition, refused to download the latest update 1.26 so I deleted the game then tried to download it from the library again but it doesn't accept

I did log out / log in from the ps account, no help
I turned off the ps and unplugged for 5 minutes, no help

Recently my PS4 is broken so I bought a new one. When I tried to download my EAFC 25 the download I always stop at 45GB and then I got notification who said"Can't download the game" and said it was "An error Occured on the" server+HTTP Status Code 403) (CE40851-8)
i downloaded update file 1.26 but it kept stopping and i got an error (code 403, CE-40851-8) so i deleted the game and redownloaded the whole game but it stopped at 45.473GB/51.392GB. so i cant play the game currently. i changed my network and even reseted the whole playstation but still stopped at 45GB. please help
Community ManagerHey, please start with those steps to resync your account again:
1.) Log out and re-login to your PSN account.
2.) Power off the console and unplug it for 2 minutes. This will help clear the system cache and network cache on your console.
3.) Restart the modem and router in your home.
4.) Ensure the date and time match your local time: (Settings) > [Date and Time]
5.) Setting DNS to the Google standard can help put traffic through as well (Go to the internet settings -> network -> set up internet connection -> Wifi/LAN (depending which he uses) -> custom on the Playstation and fill in 8.8.8.8 for primary and 8.8.4.4 as secondary DNS. )You can try out also CloudFlare DNS by entering “1.1.1.1” for your Primary setting and “1.0.0.1” for the secondary DNS.
