Freezing every 10 seconds (PC)

I am experiencing an issue which has meant that I am unable to play Rivals, Champs or Rush, this issue is that every 10-15 seconds my game freezes for 2-3 seconds then speeds up, in every other game I play I get 4-5 ping. However, I go from having 6-7 ping to 700-1000 ping then back down to 6-7. I physically cannot play the game at all because of this. I have looked at the help guide, locked my FPS to 60 and turned on v-sync but that is absolutely no help. Looked on youtube and basically people are saying that is you have this there is no fix, is there anything that I could do to fix this lag!
