Game is lagging in offline and online modes (PC, steam)

Game is lagging for 4-5 months (or more). I want to play game that I paid for but I cant. I did everything from this screenshot and game is still lagging. What should I do?

Support said that I should publish this again. I know that it's not my pc fault
