GPU usage at 90-100% with decent GPU

Can someone tell me why my GPU fans start running at 400 km/h and the GPU usage is at 90-100% in THE MENU. IF anyone knows how to fix that pls answer its getting on my nerves since SEPTEMBER!!!

(My specs are good enough to run any game smoothly at good settings, so thats not the problem)
