Are OVR ratings just for show?

Current players have OVR ratings assigned to them, but I can’t detect even the slightest difference in their performance levels or individual behavior based on those ratings.
Players with an OVR of 98 make the same simple shooting mistakes over and over again, just like those with an OVR of 70.
You’d expect players with high OVR ratings to act in a manner befitting their rating, but there’s absolutely no sign of that.
They charge straight at the opposing goalkeeper and shoot right at him.
They don’t even adjust their movements to account for the opposing defenders rushing in to block the attack.
While a teammate is dribbling to evade the opponent’s defense, they cut right in front of the dribbler, disrupting the teammate’s dribble and, if possible, trying to steal the ball from them.
I believe that for a professional soccer player, the professional attitude is to support teammates and demonstrate behavior that contributes to the team, but that doesn’t seem to be the case in this game.
Even players with high OVR ratings fail to do so.
What’s more, it even undermines the unique traits of famous players.
It’s a shame—if the game featured more realistic players, it would be much more worthwhile.
