Connects to the wrong server

Hello, I'm from Almaty, Kazakhstan. I've always been stuck on servers in Warsaw and Finland (Hamina or Helsinki).

I recently started playing with ExitLag, and the game started running much better, but since yesterday, I've only been stuck on Frankfurt with a ping of 84-95. I've tried playing without ExitLag, resetting my internet connection (also resetting my IP, DNS, etc.), rebooting my PC, waiting a day, and nothing helps. What's the problem?

P.S. I'm connected to Frankfurt in all modes.
