Counter Attack mode chance distribution bug

The problem happens in the Counter Attack mode. I am matched against opponents who are 1–2 OVR lower than my team, but we receive the same number of chances. For example, even when my team has a higher OVR, I don't get more chances than my opponent. This was not happening before and the Counter Attack mode used to work much better.

This problem has been happening for several weeks and it has caused me to lose a significant number of stars, probably around 10–20. I believe this is a bug in the chance distribution or matchmaking system. Please investigate this issue and fix it.

I have screenshots and video evidence showing the problem and I can provide them if needed.
