Division Rivals Gameplay speed/visuals delay

There's a huge issue/delay with the gameplay display.... I need confirmation regarding the cause of it. Had anyone else experienced this inconvenience and horrible setback? EA must definitely resolve this and ensure it doesn't occur in future, especially during FC Pro Open time.
