After troubleshooting for an hour I figured out exactly what the issue is. Turn off Smooth Motion in the Nvidia APP global settings and keep everything else as you normally have it for the global settings. Smooth Motion is the culprit here.
Incorrect. Smooth motion only seems to be a fix for people who arent getting the "failed to launch the game" message. Smooth motion does not fix this issue.
