alright i found another fix that seems to be working for me so ill post it so maybe it could help someone else.
1) uninstall ea anti cheat via eaanticheatinstaller.exe that can be found in the game/__Installer/EAAntiCheat folder. dont reinstall, just uninstall. it will install itself when you open the game again.
2) restart your pc
3) after the PC restarted, the very first thing you do - open ONLY EA FC26 and nothing else - not discord, not spotify, not anything. once the game is running you can open other apps if you want(at least in my case), but not before the game is running. when i open the game like that it runs smoothly, stable capped 60fps.
