FPS PC ISSUE

Hello everyone. Has anyone else had or is currently experiencing this issue with the game on PC? You start the game and it's fine, 60 fps, and you can play. Then, after you restart, you get 15-20 fps everywhere. The menu lags, there are freezes during the match, and it's impossible to play. Graphics settings don't change anything, whether they're set to low or ultra, there's no fps boost. To play normally, you need to delete the appdata folder and reboot the PC, then start the game, and 60 fps will return. But how do you fix this?
