Game doesnt save my settings changes

I noticed that my game doesnt save the fps settings, it always resets to 30fps no matter what setting i choose.

Is this an already known bug or after the patch?

Also the gameplay doesnt feel responsive today at all. The last days its been great but today its the same as after the last patch. It just feels like everyone has a delay in movements. 

Can anyone help me with these two matters?
