game stuttering heavily during cutscenes (celebrations, halftime, goal replays)

My rig is a rtx 3060 ti, ryzen 5 3600, 16 gb 3200mhz ram and i have the game installed on a ssd. However, whenever i play the game at 1440p at high settings (which it should be capable of running perfectly as whenever I watch benchmark videos of fc 26 on the same exact rig and settings as this, the game runs at around 90 fps at all times even during cutscenes), it plays perfectly during the actual soccer gameplay at around 80-90 fps, but as soon as any cutscene occurs the game stutters down to 5 fps. The game also stutters heavily while trying to attempt any corner kicks or free kicks as well, and tried to adjust the kicks has heavy input lag and feels slow. This same stuttering also occurs in the menu for some reason during games, and after these stutters occur they bleed into the gameplay as well for 2-3 seconds though it evetually goes back to normal. Is there any fix to this problem or way to optimize the game so it runs at a constant 60 fps at all times like on console?
