GPU limited in game! why????

I would like to know why GPU usage has been limited in-game after your patches! In the menus, GPU usage shows 99% (having set maximum performance settings in the NVIDIA panel), but when the game starts, it never goes above 60%!!!! While it wasn't like this before! Why have you removed the ability to fully exploit our hardware???? Fix it immediately!
